Alcala de Xivert-Alcossebre Council approves changes to accounts for employment and investments
The local executive is bringing forward payment of a judicial sentence due in 2016 and for the football field agreement so that they don’t affect the next budget
On 9th July the Alcala de Xivert-Alcossebre Council held an extraordinary meeting dealing with a list of various financial matters.
Modification of accounts for employment and investments
With votes in favour from PP, PSOE and Ciudadanos, and Compromis abstaining, the meeting approved a change to provide funds for a series of budgetary matters, dedicating 7,500 euros to the Diputación and Generalitat Valenciana Joint Employment Plan, 30,000 euros for the new Local Employment Plan, 30,000 euros for the acquisition of land, 20,000 euros for the maintenance of public buildings, 10,000 euros to pay for the water tank for the football field and 107,000 euros to bring forward the 2016 amount due for a judicial sentence.
During the debate on this matter, the socialist spokesperson, Joan Ronchera, requested that the opposition should have greater participation in these employment plans. The Compromis councillor, Manel Salvador, also subscribed to this demand, at the same time advising that he would be keeping a watch on the salaries in the Local Employment Plan.
The Governing Group spokesperson, José Colom, explained that the guidelines for the Joint Employment Plan are set out by the Generalitat and the Diputación, and that for the Local Employment Plan it is the intention of the local executive to continue negotiating the basis with the unions and political representatives, as it has been doing.
The Governing Team presented for debate and approval a second modification to the accounts to finance the setting up of two charging points for electric bicycles and two for electric cars, in the sum of 6,279 euros; on the other hand they awarded funds to the archaeological investigation at the Santa Llúcia chapel, with 5,000 euros budgeted, and finally the early payment corresponding to the investment in the San Fernando football pitch, in the sum of 77,000 euros.
The opposition showed their agreement to the first two points in the changes to the accounts, whilst they rejected the early payment corresponding to the football pitch agreement. From the ranks of the PSOE, Joan Ronchera stressed his disagreement with the football pitch investment payment, whilst the leader of the Ciudadanos, Joaquin Zaragosá, said that “it is a matter which was discussed years ago”, recording that “it is something controversial”, expressing, however, his agreement with the excavations carried out at Santa Llúcia “I am happy with the work carried out at Santa Llúcia”.
The PP spokesperson, José Colom, explained about the electric vehicle charging points as being “ a continuation of support for sustainability, like the below-ground waste containers and the street lights with LED bulbs”, emphasising that it is “support requested by the people”.
During the second round of speeches, the opposition brought up the football pitch agreement, criticising the way things had been done, while the Governing Team said that “we signed an agreement which was already done during the previous legislature and we tailored it to meet the requests of residents”. Regarding the bringing forward of the payment to this financial year, the municipal government explained that “paying this now means that it does not affect the conditions of the 2016 budget”.
During the 2003-2007 legislature, with the Governing Team presided over by Isabel Soriano (PSOE), the Alcala de Xivert-Alcossebre Council signed an agreement with a commercial body to carry out a town planning change to a plot in Alcossebre, which included as a consideration for the council, the fitting out of premises for the Alcossebre Pensioners’ Association. Later, the new PP Governing Team modified the agreement to substitute this compensation for the installation of artificial grass at the San Fernando football pitch. However, as it was not possible for the town planning modification to be carried out and having already completed the football pitch work, the council came to an agreement with the commercial body, with the council paying the amount due to the company for the work in several instalments.
The modification to the accounts went through with only the votes of the PP. Ciudadanos abstained and Compromis and PSOE voted against.
The council meeting approved unanimously the regulations for the concession of financial aid for the Family Respite Unit, the up-dating of tariffs for towing away vehicles from public roads and storing them, and the management of the operation between the Valencian Tourism Agency and the Alcala de Xivert Council for the Maintenance, repairing and conservation of a hygienic leisure Infrastructure installed on the Beaches of the Alcala de Xivert municipality.
