Alcala de Xivert-Alcossebre Council approves budgets of 10,184,504.91 euros, of which 823,910 euros will be destined for investments

The full council meeting held on 25th November approved the budget of 10,184,504.91 euros.

 

The spokesperson for the PSPV-PSOE, Joan Ronchera, said that generally they accepted the Council’s plans, and approved of much of them.  But they regretted that their amendment had not been approved.

 

The Compromis spokesperson, Manel Salvador, said that they were pleased that their two proposals regarding improvements to the Bassa Llona and a long term plan for improving accessibility in the streets and public buildings had been approved, but felt that the way of submitting them via a web site was not adequate.  He also said that although the amount for social policies had been increased, in view of the remainder from the previous year, the amount could have been even greater.

 

In her speech on behalf of the executive, Maria Agut defended the proposed budget saying that “it showed a balance between income and expenditure, was prudent and responsible. The amount under social welfare was greater than ever before, providing cover for the greatest needs in the town.  These are not mega-projects, they are small, necessary and useful investments.  One of our priorities is the creation of employment”.

 

Among the most notable initiatives in the 2016 budget, María Agut listed “complying with the agreement with Ateneu, the creation of the assistance in the post of social worker and help for families and infants in Alcossebre, help so that families can transport their children to the infant school, assistance with paying the IBI, the increase in the areas where aid for the restoration of facades can be available, a grant of 95% for the licence for works, the homework club, the acquisition of a vehicle for the UHD service, the creation of the culture gala, the consolidation of excavations at Santa Lucia, the installation of the gymnasium, the addition of the sewage pipes as far as Alcala de Xivert and the tourism symposium.

 

Maria Agut defended the financial management by the local executive in recent years.  “It should be remembered that there was a time when we had a 75% debt and suppliers had no faith in us. Our management model has meant that the situation has been reversed in spite of reduced income.  We have achieved this during the worst financial time, and we believe that with the way we manage the accounts we can permit ourselves to request a loan”.

 

With this loan, the debt will increase from 17% to 19% and this year we shall return more money than the 250,000 euros we are borrowing.  This year we shall repay loans of 411,000 euros.  We shall use the loan to improve the town environment with paving and improved lighting, improvements to the roads in Alcossebre and the Bassa Llona project.

 

There were further speeches by Joan Ronchera and Manel Salvador regarding matters they would have liked to see covered.

 

When the debate ended, the mayor reflected that “one has to be aware of the matters which have an effect, this has to be recognised.  It is right to remember where one started and where one is, to understand why things are done.  We are prudent and responsible regarding what we do with the budget.

 

Finally, the budget was approved by the Partido Popular, the Ciudadanos councillor abstained and PSOE and Compromis voted against.
