In early April, the Mayor of Alcala-Alcossebre, Francisco Juan, wrote to the president of the Diputación Provincial to insist that the payment of the delegated taxes be postponed until October, so that “citizens who have found themselves affected by the paralysation of activity, due to the declaration of the state of emergency because of COVID-19, have the time to recuperate financially”. Juan reminded that “on the 20th March, we were already asking, as were many other Councils, for the postponement of the delegated taxes and, even on the 3rd April charges were made for the vehicle taxes so that we suppose that the Diputación had not given the order to the banks to paralyse the direct debits” and I insisted that “the solution that they gave us to reject the billt and pay it later on 20th June does not help us as, according to the provisions of the Government itself, many businesses and workers in June will scarcely have resumed their activities which is why we have given them time to recuperate”. Juan insists that “if from the Diputación they really want to assist our residents, they must rectify this and that the charge should be postponed at least until October”.
On the other hand, he has also asked that “in view of the approval of the rise, by the Consorcio de Residuos C1 in the waste tax for this 2020, we request that this rise should not take effect for residents and that the Diputación and Generalitat Valenciana take on the increased income which it would mean” and he insists that “now is not the moment to increase taxes for residents”.
Juan also stressed that “it is necessary for the Diputación Provincial to create new means of specific and extraordinary assistance so that Councils can face up to all the emergency measures which we are taking on because of the declaration of the coronavirus pandemic” and he explained that “for many years, the Diputación Provincial has provided financial contributions to the Councils in different programmes such as the Plan 135 and the Cooperation Funds with which they balance the municipal budgets, and services, providers, grants to groups, etc. have been paid. This assistance cannot be used as an excuse for the Diputación to say that we are injecting this money to face the actions of COVID-19, as these contributions have already been taken into consideration for other payments which are going to have to continue to be made”.
