The draft for the decree which will regulate safety on the beaches has been passed by the Conselleria to the councils

On Friday 22nd May, the councillor for Justice, Interior and Public Administration, Gabriela Bravo, met the president of the Valencian Federation of Municipalities and Provinces (FVMP), Rubén Alfaro, at a meeting in which the autonomous Tourism secretary, Francesc Colomer, also took part, with representatives from the Territorial Policy, Public Works and Transport and Universal Health and Public Health Departments.

Bravo passed the draft for the decree for safeguarding safety and improving the coordination of emergencies and civil protection on the Valencian Community beaches to the body which represents the councils.  This was approved by the Consell Meeting for urgent processing.

Bravo explained that the regulation is “the instrument necessary for enjoying the beaches this summer with the greatest guarantees of safety for all the citizens in the framework of the Civil Protection competences”.  It also offers a regulatory framework for coordinating ordinary and extraordinary emergencies “as in the case of this current pandemic on the Community’s beaches”, according to the councillor.

“the document introduces a framework for judicial safety to have some powerful instruments which would allow us to give greater safety for the citizens, with complete respect for the competencies which other departments as well as municipalities have because the Generalitat will act as a coordinating body”, the councillor said.  Councils will have one week to deliver their contributions and suggestions for the decree.

Each council, as shown in the decree, will have to prepare a specific contingency plan to guarantee safety measures whilst the threat of COVID-19 lasts.  For this they will count on the guidelines collected in the guide prepared by the Tourism Department and which was drawn up with the coordination of a group of experts.

Each plan, once approved by the respective municipal council meeting, must be sent to the Justice Department within fifteen days.

On the other hand, the new regulation considers that in six months the councils will have to prepare a plan for Rescue and Safety.  Later it will have to be registered in the Generalitat’s Register for Self-protection Plans and will have a report from the Civil Protection Commission.

This “will facilitate adequate coordination by the Safety Agency of situations related to Emergencies and Civil Protection actions”.

Regarding this, Gabriela Bravo offered the Valencian Federation of Municipalities and Provinces “all the help from the Generalitat” so that the Councils can draw up these contingency Plans.  For the councillor, “in these extraordinary times it is essential to strengthen cooperation between administrations”.
