Alcala de Xivert-Alcossebre Council approves the installation of a lift in the infants school and surfacing the Cami de Vilanova within the POYS for 2014-2015


BLOC-Compromis and PSOE did not support the institutional declaration of support for the declaration of the Camins del Peñagolosa as World Heritage as they did not consider that motions for matters presented from outside the municipality should be treated in the same way as those proposed by the council.

[Img #33742]At the council meeting held on 29th May, the Alcala de Xivert-Alcossebre Council approved projects to be included in the Provincial Plans for Municipal Work and Services for the 2014-2015 period.

The assistance the Castellón Diputación offers municipalities is biannual in character and in 2014 will provide 56,000 euros for the installation of an access lift for the Infants School.

The PSOE spokesperson, Carlos Miralles, expressed his disagreement with the work selected, saying that it was a lot of money to invest in facilities which cannot be extended in the future. The BLOC-Compromis spokesperson, Manuel Salvador, said that he was in favour of complying with the regulation, although he thought that such a high amount ought not to be approved “unexpectedly”, urging that some other purpose be found for the help from the Diputación.

María Agut, the Culture, Health, Education and Residents Services councillor on the local executive, explained that the new regulations for Infants Education Centres from 0 to 3 years require that there should be direct, appropriate access.  The municipal and Department of Education engineers considered this solution to be the only way of complying with the regulations, which will also provide access for public assistance to the centre.

The mayor, Francisco Juan Mars, considered it a priority to continue providing the social service which the Infants School has provided for many years, and which therefore made it essential to comply with the current regulation.

The voting was PSOE against, Compromis and the No Adscrita councillor, Idurre Lamelas, abstaining, whilst the PP voted in favour.

Regarding the POYS for 2015, the local executive’s proposal was to pave the Cami Vilanova and del Palau, at a cost of 51,900 euros, in an area where repair work has just been completed  on several roads which are used by many residents.

Finally there was no unanimous approval for the Institutional Declaration of support for the declaration by UNESCO of the Caminos de Peñagolosa as World Heritage.

Both PSOE and Compromis stated their disagreement with setting up arbitrary criteria when accepting motions the contents of which refer to administrations outside the municipality.  Nationalists and socialists showed their dissatisfaction at the fact that the motions were included in the agenda because they were matters from outside the municipality.

The Mayor, Francisco Juan Mars, indicated that the motion was included in the agenda because there had been favourable comments from the opposition at the spokespersons meeting and then they said completely the opposite at the full meeting.

Notwithstanding, the Compromis coalition spokesperson in Alcala-Alcossebre, Manuel Salvador, still read his motions as questions, amongst which were the declaration of social assistance as nonseizable, the demand for the reduction in retirement age for the local Police Forces and the reduction in VAT for the professional sectors of hairdressing and personal appearance.

In another agenda, the Alcala de Xivert Alcossebre Council meeting approved unanimously the extrajudicial recognition of credit No. 1/2014.  Further, all the groups, with the exception of the PSOE who abstained, supported the opening of a case to contract a service for the Maintenance, Conservation, and Cleaning of Town Green Areas and Trees lining the Roads  The contract should be for two years, which could be extended for a further two.  The socialists, through their spokesperson Carlos Miralles, said that they were more in favour of a new extension.

The start of the process to end the contract with the company Aiguadolça Urbaser SL as the winner of the UE P-18 was unanimously agreed, as well as to reject the alternative plan presented by the same company.

Councillor José Colom explained that due to the repeated non-compliance by the company, the Council is proceeding with the recovery of part of the guarantee to cover the compensation awarded by the judge to owners, as this is already laid down.  In spite of the time given to the company, the council had decided finally to end the programme.

During the responses of the governing group to questions from the opposition, councillor Rafael Traver, PSOE, outwardly expressed his discontent eloquently, as he wanted to enter into discussion during councillor José Colom’s reply about the naming of the Alcossebre road.

Carlos Miralles, the socialist spokesperson, also expressed his discontent at Joanba Herrera’s reply, about holding a Sports Gala in the town.  Miralles described the reply as a lecture, interrupting Herrera’s speech several times with his protestations.
