Alcala-Alcossebre will amend the municipal bye-law to prevent spaces being reserved on the beaches by putting up sun umbrellas
Following the problem identified last summer, it will prevent beach chairs and sun umbrellas being set up early in the morning with no-one using them at that time.
Alcala-Alcossebre Tourism Department has instigated the amendment of the municipal bye-law regulating the uses and exploitation of the beaches, so that a lot of beach chairs and sun umbrellas cannot be used to reserve space. The amendment will be discussed at an extraordinary meeting to be held on Friday 23rd June.
This habit began to be seen on Alcossebre’s beaches during last year’s summer, and gave rise to many complaints by beach users as the equipment was already on the front line from early in the morning with no owners present with the intention of reserving space and the Council made a commitment to amend the bye-law to put an end to the problem. The bye-law will expressly forbid leaving sun umbrellas, chairs and tables “for as long as there are no owners present, for the sole purpose of keeping space reserved on the beach”. Non-compliance with this point of the bye-law will be considered as a light offence, carrying a fine of up to 750 euros. The bye-law also takes into consideration that “the municipal employees or the Local Police can confiscate any items left in breach of the bye-law and take them to the municipal offices”. They will only be returned when a receipt providing proof of ownership is produced.
The Tourism councillor, Alejandra Roca, pointed out that “besides upsetting beach users, putting these items in place also means it is even more difficult for the beach cleaning services, which start very early, to carry out their work” and she insisted that “the beach is not a public space which can be reserved and no-one has any more rights than anyone else, it is for everyone to enjoy”.
