Alcala-Alcossebre Council is to modify the regulation to penalise the purchase of products coming from the illegal hawkers
It will be put to public consultation so that residents can bring their suggestions for modifying the byelaw which regulates citizen coexistence and prevents ‘blanket top sales’

Alcala-Alcossebre Council is proposing to modify the byelaw regulating citizen coexistence in order to put a brake on antisocial behaviour relating to the purchase of products from illegal hawkers. Aiming to prevent selling known as ‘blanket top’ sales, the Council’s plan to includes a new clause in the municipal byelaws which, in this case, is aimed at the possible purchasers, penalising their behaviour. It would be added to the prohibition of illegal hawking which is covered already in the regulatory byelaw for static selling. Thus the municipality would have a suitable way to pursue and punish antisocial behaviour related to the purchase of illegal products.
Following publication of the public consultation announcement, a period of 10 days was opened ending on 20th February during which residents could deliver their suggestions and complaints on the matter, by email participa@alcaladexivert.es, so that they can be taken into account when carrying out the modification.
“Illegal hawkers’ sales damage the businesses and shops which comply legally, so that, with this change to the byelaw, to which we are trying to add a new item which warns and fines possible purchasers of illegal products”, Mayor Francisco Juan explained. “For our part, we are making ourselves stronger to carry out vigilance tasks to comply with the byelaws which prohibit illegal sales but to put an end to this practice, it is key that possible purchasers are aware and do not buy these products,” he said.
