“Masks will be mandatory in the Comunitat Valenciana except on beaches, swimming pools and natural spaces”
Generalitat Valenciana published the agreement of the Consell on preventive measures against COVID-19, in which it showed that it would be adopting the following measures with the possibility of modifying them, always taking the epidemiological and public health situation into account which may exist at any time.
“As we have always said, and it cannot be any other way, the adoption of measures at all times depends on the analysis of the different circumstances and the recommendations from the technicians and experts, following the scientific evidence, to go on offering responses which allow us to be protected from the disease” Barceló noted.
The new agreement published on Saturday 18th July considers measures aimed at the use of masks by the population. This use will not be mandatory on beaches and in swimming pools, nor in natural spaces or in the open air away from nuclei of the population, always when the flow of people allows maintenance of the 1.5 meters social distancing, nor during physical activity or any other activity with which the use would be incompatible; and in the children’s and juveniles’ leisure activities so long as they remain with the stable family group.
However, following the experts’ recommendations, yes it will be mandatory to wear the mask all the time on public roads, in open air spaces and indoor areas for public use or open to the public. The use of a mask is also recommended in open or closed spaces when there are other unrelated people close by or the safe social distancing of a metre and a half cannot be guaranteed.
Barceló reminded that masks are not demanded for people with diseases or breathing difficulties who can be made worse by using them and who “must always use something appropriate, that is, it has to cover from the part of the nasal septum to the chin”.
The same resolution includes other measures aimed at the hospitality and night leisure sectors. On the open-air terraces of the hospitality and restaurant establishments the capacity will be up to 100% of the permissible tables, as long as the maintenance of the 1.5 metres distance between tables can be assured or, in the event that there are groups of tables, allowing for the minimum social distance to be respected. Maximum occupation will be 20 people per table or group of tables.
Discotheques and night clubs, however, will maintain 30% of their capacity for inside consumption. Also, for those places which have open air terraces, the capacity can go up to 75% of the permitted tables, as long as safe distancing can be assured.
In all cases, the mask must be worn when you are not consuming.
Call for citizen responsibility
Ana Barceló wanted to call for citizen cooperation in general and, specifically, from those between the ages of 20 and 40 years, where cases have quadrupled since the beginning of the ‘new normality’, as well as the hospitality and night club sector itself. “We have made an enormous effort among all men and women to overcome the acute phase of the pandemic. This sacrifice and work together should never be forgotten and we must always understand that we still have to travel a complicated way, still not exempt from maintaining unity in the responsibility we have, above all, to care for everyone else”.
This means, she reminded, that “private parties with friends and not taking the due precautions in leisure places are generating different spikes which Public Health is following and watching to keep them controlled”.
Extraordinary measures in night clubs
The councillor announced that the regulation would be effective within a few hours for the closure of night clubs in the city of Gandia, where a spike which originated from a family, spread to different social contacts. Up to now, 49 positive cases have been detected.
On the other hand, in relation to the spike from a worker declared in the Santa Pola area, with the objective of forecasting and ruling out any possible case of COVID-19, Public Health will carry out PCR tests on all the people who went to the discotheque where the Santa Pola focus was detected on the 10th, 11th and 12th July. To do this, a device has been set up in the municipal building where the tests can be carried out on Tuesday, 21st July, between 9am and 2pm, and to which all those people who went to the discotheque on the above dates should go for a test.
Barceló thanked the councils of Santa Pola and Gandia for “the total cooperation and commitment with the Consellería for the early detection of possible new cases related to these spikes”.
Public Health will operate in the same way in all those places in which similar circumstances might arise.
