Alcala de Xivert-Alcossebre Council approves the 12,270,806 euros budget for 2021

Alcala de Xivert Council has approved the 2021 budgets for an amount of 12,270,806 euros.  The local executive wanted to pay attention to the accounts and prioritise people, within the framework of the Covid-19 pandemic we are living through.  The principal aspects of the budget for the next financial year are the investments and the freezing of taxes.

The Municipal PSPV-PSOE Group presented an amendment to the budget, which was defended by their spokesperson, Joan Ronchera, who explained that income had not been amended but various investments were proposed of 112,000 euros.  The socialists consider that there are sections which “are oversized” and which could be adjusted. On this he requested that there could be a 20% reduction in the Governing Committee assistance, that businesses could be assisted with the expenses incurred because of Covid-19, transport vouchers could be created, a way found of assisting entrepreneurs, greater efficiency in the municipal buildings and finance for school materials.

Regarding the socialist amendment, Joaquin Zaragoza, Ciudadanos, said that “one thing is to say it and another is to do it”, considering that “in fiestas there is a huge deduction”.  The Cs spokesperson said it explained his abstention saying that “only the opposition advocates this.  I cannot share some things and therefore I am abstaining”.

The spokesperson for Compromis, María Sorli, assured that “we are mainly in agreement, it would give a little to the way the people need.  It is a symbolic vote for participation of the groups in the preparation of the municipal budgets” which “must be more participatory”.

Partido Popular councillor, Maria Agut, argued that “every year we ask you for proposals and suggestions; so that there are no amendments.  There are things which you have requested and which are included in the budgets.  Regarding what Ronchera said “you do not amend the income because you know that it is not inflated by the expenses; there are things which we have under consideration which we shall see through the year, such as the school voucher with a larger amount and in the same way with the business campaigns, we would like them to be more ambitious”.

Agut stated that “there are reductions proposed which are already adjusted and cannot be cut”.  The manager replied to the socialists confirming that “their amendment has no sense” as already “we only disagree about some 30,000 euros, it is clear that we are administrating matters well” and she believed that they had put forward the amendment “just to put it forward”.

Mayor Francisco Juan Mars, refuted the PSOE, stating that “with these numbers these sections cannot be cut” and he denied the lack of participation in preparing the accounts assuring that “the budget is for people to listen to, I believe that we are following the right path”.

The Partido Popular voted against the amendment, PSOE and Compromis in favour and Ciudadanos abstained, so it was not included.

2021 Budget

In his speech, the mayor of Alcala de Xivert-Alcossebre confirmed that the budget for the next year, which amounts to 12,270,806 euros, is “precise and useful, so that it can come into effect on 1st January”.  He explained that it is considered to be participative, having listened during its preparation “to what residents asked for”.  Francisco Juan explained that 2020 had been a difficult year, “because of an unexpected enemy”, but these difficulties have served to let us see that “our management model works and we have demonstrated this”.

Alcala de Xivert-Alcossebre has received assistance to reduce the effects of the last sea storms “but not all that we needed”, the leader said, to which he added that “we have complied with the budget and we have added new investments with the balance.  In 2021 people are the priority, we remind you that we are continuing in a pandemic and we also count on an important investment section.  We shall not raise any taxes and the discounts are continuing”.

The socialist spokesperson, Joan Ronchera, said that if the investments rise it will be “through the Pla Edificant”, urging the PP government to study the social discounts and the IBI tax.  Regarding the expenses, he criticised that “there are zero euros in the section” for the Sewage Plan and the same in the concept of the fight against the digital breach and which on the other hand, “cuts back the section for the Employment Plan, the reading club”.  Also he considered that allocating 20,000 euros to the Covid-19 expenses “is ridiculous”.

In conclusion, Ronchera urged the mayor to respect the income, “abandoning political victimisation towards other administrations” and on the expenses, that there are “many gaps” in them.

Ciudadanos, through their councillor, stated that now “we should be sticking together” and described the budget as “just and fair for the times we are living in”, reasons for which his vote would be in favour.

The leader of Compromis, Maria Sorli, stated that “the budget is important, and therefore we should have more time to prepare it, but I believe that we can all contribute”.  On the municipal accounts for 2021, she considered that “there are many points in expenses which are inflated, and this can be seen in the balance, because they already know that they are going to spend it”.

Regarding the investments, she explained that a good part of them come from the Generalitat Valenciana and only 773,000 euros are municipal.  “we see some proposals from Compromis in the accounts, such as the subsidy for hybrid cars, a plan for depopulation, which I hope will be soon, because the situation is dramatic”.  Regarding the environment, the Compromis leader considered that “these are brushstrokes, but there are things missing”, in the same way that “the section on drainage in Las Fuentes” and a “strong” marketing plan for the industrial estate are missing.

The PP spokesperson, Maria Agut, defended the accounts as presented assuring that “it had been intense work and had been drawn up in case we have to make any necessary readjustment”.  She explained that asking for credit is being considered “to be able to do more things for our town”.  Regarding investments, 775,000 euros will be destined for carrying out the third phase of the Casal in Alcossebre, improving parks, opening and improvement of roads, cycle routes, improved street lighting, improvements in the pensioners’ centres, installation of toilets at Santa Lucía and a charging point for electric cars in Alcossebre, among other investments.

On financial management, Maria Agut said that “we are only doing what we can pay for, maintaining exhaustive control”.  Responding to the criticisms of the opposition on the section destined to the fight against Covid-19, the treasury councillor explained that more than 20,000 euros are destined, as there are various expenses on this material which are included in other sections of the budget.

Agut described the budget as “tremendously social” and assured that it included a further step in the Employment Plans which continue, an increase in the Social Services sections for the Food Banks and assistance in the Respite Unit.  Assistance was also announced for businesses which create a web page for on-line sales of their products.

According to the PP spokesperson, the municipal accounts support accessibility, sustainability, the creation of new pedestrian areas and green areas.  Assistance will be offered for the purchase of electric or hybrid cars.  Nor were cultural and festival matters left off the agenda, “in as far as measures are possible”.

Regarding the reduction in the IBI she explained that “our residents are not only suffocated by the IBI, but we must reflect on all the expenses which are reduced in the services they offer”.

Joan Ronchera, claimed that it was the idea of the socialists “that businesses went digital” but he regretted that “only 10,000 euros are for this” and criticised the local government says that it is supporting tourism if it does not invest money in implementing measures aimed at this sector.  The socialist leader concluded that “the budget could be much improved, there are holes in Covid and efficient energy”.

Maria Sorli assessed the work, but qualified that “the council has a complicated task, but the same as in the other administrations” and concluded that in spite of having included requests from Compromis, it lacked “important proposals for us such as the plan for the industrial estate and the renewal of the drainage in Las Fuentes”, her vote would be negative, believing that they had “just made the change so that nothing changed”.

Maria Agut replied that if credit is asked for, it would be because inn the following year’s budget “we want to be more ambitious”.  She also stated that “we have to give few lessons, we have managed to recuperate the local economy” and regarding the need to support the budgets she considered that “we must be on top of circumstances, there are more reasons to vote yes that no”.

Mayor Francisco Juan, closed the debate explaining that “at the beginning of 2020 we did not expect what was to come, nor the storm, nor the pandemic.  The council showed that it was on the side of residents, particularly the most vulnerable.  We have the town project and each year, the town has given us its trust”.

Regarding the plan to market the industrial estate, the mayor explained that “the Ivace is the owner of the industrial estate, we have claimed it over and over again, but it is theirs”. And he concluded by assuring that if one takes stock of his management at the head of the council, “what could be done has been and more”.

Partido Popular and Ciudadanos voted in favour of the budget, PSOE and Compromis against.
