Ximo Puig announces 105 million euros in direct aid for businesses, the self-employed and furloughed workers

The president of the Generalitat, Ximo Puig, has announced the start of new direct aid totalling 105 million euros for companies, the self-employed and workers on furlough.

The leader of the Consell made the announcement following the meeting of the committee following up the Resistance Plan for support for the sectors most affected by the COVID-19 pandemic, also attended by consellers for: the Hacienda and Modelo Economico, Vicent Soler; Education, Culture and Sport, Vicent Marzá; Sustainable Economy, Productive Sectors, Commerce and Work, Rafa Climent; and Territorial Politicy, Public Works and Mobility, Arcadi España.

This new aid is one of the four headings which are in the Resistance shock plan, with 380 million euros. The other three correspond to new financing tools for the Instituto Valenciano de Finanzas, the municipal cooperation fund for managing the Paréntesis assistance, as well as the aid for sectors with damage sustained during the pandemic.

The president explained that the new line of assistance set out today is spread over three fronts.

The first consists in conceding a quantity similar to that of the Social Security quotas aimed both at workers and proprietors (businesses or self-employed), pertaining to the most affected sectors (tourism, leisure and culture, catering and hospitality).

A total of 80 million euros will be destined to help more than 180,000 beneficiaries, of whom 44,000 are self-employed and 22,000 companies such as hospitality, tourism, leisure and artistic activities.

This means that there will be a fixed amount of 600 euros for each of the workers/self-employed people up to a limit of 12,000 euros, independently of the size of the company.

Assistance for self-employed and workers on furlough

Regarding the second type of assistance, the president assured that it will consist of direct aid for the self-employed professionals most affected by the restrictions, given the “financial impact of these measures on so many enterprises”.

For this reason, he emphasised that the Generalitat will complement the extraordinary aid which Valencian self-employed received from the State in December. In this way, 8 million euros will be destined to the 26,000 self-employed who received the provision from the Social Security on 31st December. In fact, the Generalitat will increase the provision which they received with two monthly payments of 150 euros.

Finally, the third of the aid actions presented today consists of direct aid to the workers who continue to be furloughed, for which 17 million euros are destined. This aid will also complement with a total of 300 euros the provision which the workers received from Social Security, as long as they remain in a total furlough situation during the month of January or February.

In this way, it is planned to benefit approximately 48,000 workers who were furloughed during December, and those who could be added to those affected by the restrictions introduced on the 7th January.

Four blocks of assistance in the Plan Resistir

The Resistance Plan includes four blocks of aid with a total budget of 380 million euros. The first of the blocks, with 105 million euros, was announced on Thursday 28th January, and is aimed at companies, self-employed and workers on furlough.

The second of the blocks is the municipal cooperation COVID-19 fund, for managing the Paréntesis assistance, provided with 160 million euros of which 100 will be provided by the Generalitat, and the rest by the diputacions and the councils.

In this respect, it will be possible to concede this “emergency aid” immediately, consisting of direct assistance of 2,000 euros for each self-employed person or microbusiness in the sectors most affected, which will be increased by 200 euros per employee in his charge, up to a maximum of 10,000 euros.

The third block of the Resistance Plan is made up by the new IVF’s financial tools, among which is included the Horeca line, provided with 50 million euros, consisting of reimbursable loans with non-reimbursable tranches of up to 30%, and the participative loans, with another 50 million euros.

Concerning these funds, the president emphasised that, in scarcely 48 hours, 350 requests had been registered for credit and diverse loans had been awarded, the first of these was conceded to a hotel in the Marina Baixa. Also, it has been assured that next week new participative loans will be published.

Finally, the fourth block consists of 15 million euros for specific assistance for sectors with damage sustained during all the pandemic, with artisans, taxi drivers and the leisure sector, and those which the president has announced which will begin to be managed next week.
