On 3rd August, Ximo Puig gave a presentation announcing the use of drones to reduce the number of drownings on the beaches and requested people to be careful when enjoying natural spaces
The president participated in the presentation in Jávea of the “Stop drownings” campaign and of the pilot programme with un-manned aircraft which will be deployed this summer in 10 municipalities

The president of the Generalitat, Ximo Puig, announced the setting up of a pilot programme which will enable the use of drones to reduce the number of drownings on the beaches of 10 coastal municipalities in the Comunitat Valenciana and has asked people to take care when enjoying natural areas in which the Consell is putting all the tools within their reach to guarantee safety when bathing and also protection against COVID-19.

This is how he expressed it in Javéa during the presentation of the “Stop drownings” campaign and of the plan for the use of un-manned aircraft in tasks of life-saving and emergencies. Also participating in the event were Justice, Interior and Public Administration councillor, Gabriela Bravo, as well as the head of the Safety and Emergency Response Agency (AVSRE), José María Ángel, and the local mayor, José Chulvi.
The pilot project for carrying out the tasks of life-saving and rescue services with support from the un-manned aircraft will be carried out in 10 municipalities in the Comunitat Valenciana. In fact, it will be carried out on the beaches of Guardamar del Segura, Dénia, Jávea and Benidorm, in Alicante province; Alboraya, Gandia and Cullera, in the province of Valencia, and Burriana, Oropesa and Peñíscola, in the province of Castellón.
The project will last three months, and will operate from Monday to Sunday, and be adjustable to the needs of each municipality and its operation will be coordinated by AVSRE.
The drones will work together with the rescue services on these beaches to spread the tasks of support for the surveillance in the swimming area and carrying out the launching of a life-belt to swimmers in risky situations.
The president emphasised that the initiative is covered by the desire of the Generalitat to use all the tools which innovations in communications put within the reach of institutions to reinforce safety on beaches and are also safe material for protecting health. The use of un-manned aircraft “opens an extraordinary space” for possibilities to “improve the efficiency of public services”, he indicated.
“Stop drownings”
Puig also underlined the importance of the “Stop drownings” campaign, which seeks to make people aware of the need to act with “caution” to prevent dangerous situations. On this point, he reminded that drowning is currently the third cause of death in the world for boys and girls between the ages of 5 and 14 years.
For their part, the Interior councillor also stressed that the objective of this campaign to raise public awareness is to make people clearly aware that careless behaviour can have fatal endings. She said that, in the majority of cases, these deaths could have been prevented “with responsible behaviour, like respecting the flags, only swimming in full possession of physical faculties and avoiding going into the sea with no lifesaver on duty”.
The Valencian Government has decided to “achieve, together with the involvement of the people, a coast completely free of drownings, because, as the campaign’s slogan aimed at everyone who enjoys our beaches in summer says, we want to see you return again” he said.
On this matter he expressed his concern at the figures for drowned people, as since the 31st July, 23 people have already died from drowning in the Comunitat and the previous year another 61 died, a tendency similar to that recorded in 2019. “We cannot stand with our arms folded and do nothing”, he said.
He also reminded that drowning is one of the ten principal causes of death throughout the world, according to the WHO.
“Safe Beaches”
Both the “Stop Drownings” campaign, which will be spread via audiovisual media, radio slots, publicity on outside hoardings and social networks, and the pilot project for drones to keep surveillance of beaches are covered by the “Safe Beaches” strategy, which tries to facilitate the greatest amount of information possible on the physical characteristics of the Valencian beaches, detailing the risks which exist and the life-saving services to be found on them. Also, for the second year running, the Generalitat has driven the contracting of 1,000 young people who take messages to the people so that they can enjoy the Valencian beaches in a safe way, respecting the health measures and avoiding possible infection by COVID-19.
